Federal Programs

The U.S. Department of Education’s Office for Civil Rights (OCR) enforces, among other statutes, Title IX of the Education Amendments of 1972. Title IX protects people from discrimination based on sex in education programs or activities that receive Federal financial assistance. Title IX states that:

No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.

New Plymouth School District receives federal funding under the newly authorized Every Student Succeeds Act (ESSA). Below is a snapshot of each program. Click on the image to enlarge in a PDF file.

Title-1 Services in New Plymouth Schools provide all children the opportunity for fair, equitable, and high quality education

New Plymouth Elementary is a school wide Title-1 model. Instructional assistants supervised by teachers can provide extra practice and reteaching to any student. Most assistance in done in class supporting the students as the teacher teaches. In some instances students receive help in small focus groups. This highly effective model has resulted in over 90% of our students in grades K-3 becoming proficient readers as measured by the Idaho Reading Indicator.

New Plymouth Middle School is a targeted assistance Title-1 model. The principal, counselor and teachers prioritize students based on need. Students receive support in class from a certified instructional assistant while the teacher is providing instruction or during independent practice.

Migrant Education Title-11-A	English Language Learner Program	McKinney- Vento Homeless Children and Youth
All students fill out a residency form as part of school registration. If a student has moved across school boundaries for the purpose of obtaining work in agriculture, fishing or timber they may qualify for Migrant Services. Home School Liaison will interview the family and determine what benefits may be provided.	All student registering in the district will fill out a Home Language Survey. If it is determined the student may benefit from language services a screener is conducted individually. If the student qualifies for services, the parent/guardian would be notified. Instructional decisions would be made by the teacher and ELL Coordinator, Janessa Thomas.	As part of the registration process parents complete a residency survey. From this information if a student is lacking fixed, regular and adequate housing, assistance can be provided for the school year.
